I have looked twice now and I am just lost. Is there a server that hosts these URL's? Maybe someone can point me in the right direction.

First, to be able to post a profile picture on your forum profile, you have to have a minimum of 100 posts. The same goes for an avatar.
Sending pictures in an email is fairly simple...they are sent as an attachment. When you compose an email, when you are finished click the attachment item in the menu or the icon, usually a paperclip and a dialog will appear for you to attach the file.
