Everybody is born infertile. Screw all you want, no spawns

In order to procreate, you'd need a license. To get that, you'd undergo extensive physical and psychiatric exams and training. Years long process. In the mean time, you'd have to prove financial viability to support the spawn without any outside assistance.

Once granted each party of the couple would be injected with a serum that would enable the fertility process.
 
Sounds pretty dystopian, and peaceful on the surface.
Would be ripe for an underground natural birth movement, which would create a outcast society of non-citizens who were not people in the eyes of the law.
 
If a person’s income were high enough, they could afford to keep multiple fertile spouses. And perhaps libido is generally suppressed amongst the infertile (psychologically perhaps or deliberately as part of the process) but is boosted as a consequence of gaining fertility, since there’s no point in being awarded with fertility unless it’s to reproduce.
 
Maybe procreation would be treated as something sacred, while those who aren't selected for breeding use sex like a drug, primarily to feel good or to avoid feeling something bad. That could lead a lot of people to be disgusted that this incredibly monumental, important, nigh-religious experience of procreation requires such a base, animal act. To the point a lot of people would probably fertilize either through some sort of technological process or by turning the act of sex into something ritualized or minimal so as not to make procreation profane.
