In order to procreate, you'd need a license. To get that, you'd undergo extensive physical and psychiatric exams and training. Years long process. In the mean time, you'd have to prove financial viability to support the spawn without any outside assistance.

Once granted each party of the couple would be injected with a serum that would enable the fertility process.
 
If a person’s income were high enough, they could afford to keep multiple fertile spouses. And perhaps libido is generally suppressed amongst the infertile (psychologically perhaps or deliberately as part of the process) but is boosted as a consequence of gaining fertility, since there’s no point in being awarded with fertility unless it’s to reproduce.
 
Maybe procreation would be treated as something sacred, while those who aren't selected for breeding use sex like a drug, primarily to feel good or to avoid feeling something bad. That could lead a lot of people to be disgusted that this incredibly monumental, important, nigh-religious experience of procreation requires such a base, animal act. To the point a lot of people would probably fertilize either through some sort of technological process or by turning the act of sex into something ritualized or minimal so as not to make procreation profane.
 
Hmm.. if the point of the deliberate infertility is to control population growth and grant children as a privilege, wouldn't it be much simpler to engineer people have no libido by default? That would fit well with a highly controlled dystopia where you wouldn't want people wasting their energy and time on something as unproductive as sex

Okay...
- this is extremely unlikely to occur naturally, such a population would just die out and/or be displaced by a fertile alternative;
- it might be (short term, in evolution timeframes) aftermath of some kind of bad infection or maybe gene drive experiment gone sideways affecting already high level and dominant civilization, OR as implied by some comments, intentional control measure;
- therefore "underground" fertility should persist, it may be rare, but present. How it manifests and how it is treated is important aspect.

- I think it is more likely/realistic coupled with wastly increased lifespan for at least a select part of population. Even so, it would likely lead to (slow?) depopulation. Mere fair access to birth control for women depress fertility rates under replacement, if there's hoops to go through to have children very few would.
 
I could see it coming into being as an extreme method of countering overpopulation.
Something that is put into the water to turn off sperm production, or given when babies are born as part of their vaccinations.

Would be ripe for an underground natural birth movement, which would create an outcast society of non-citizens who were not people in the eyes of the law.

Fertile adults are hunted, sold, forced to copulate, etc.

It will eventually be an ambitious project done properly, so had some short term fun with it in the SRP thread for a while.

You'll have to remember to add in a part that explains there's also no STD's. If they're going to screw all you want, that could still be an issue; unless this is a futuristic society and all STD's has been eradicated. So, now you can screw all you want with zero consequences.

Shit, we're damned near that situation anyway. China did that shit for decades and now they're in a demographic crisis.

It's also been estimated that their population is about HALF of what they've been claiming.

Hmmm. I'd rewrite that to say that all men have impossibly low sperm counts and for a woman to have any chance of impregnation she needs to fuck as many men as she can when she's ovulating.

This is workable, I think. A viral infection alters genetics so most of next generation men have near-zero sperm counts unless given a booster that only works temporary. Women fertility isn't altered, but the cultural stigma of children = problems (prevalent in WEIRD dominated ifospace) remains. This takes decades to be even noticed and rung alarm about, and a couple more for the treatment to be discovered...

Meanwhile the world is in a deep demographic crisis, there's virtually no babies, but still plenty of young people around...

The actual problem is, why ever "natural" sex is preferable to "in-vitro" insemination that should have become the dominant form of reproduction by then...

Yes, said booster is expensive, production of a dose involves personalized gene splicing and what not, but is government provided for those who meet the competive criteria. Or win a lottery, or whatever...
