insurance covered that shit for my kids, so i have no idea what was charged or what was paid. i just show them my insurance card, drop the co-pay, and be done with it.

Yes. In most counties, the county hospital will dispense vaccination to uninsured children for free or has a, super low cost or free, healthcare plan just for children.

In the county I live in the county medical system has a plan based on income, in most cases the coverage for the very poor is free and the county hospitals and clinics will provide the healthcare for that plan.
