What are hip hugger panties (as compared with bikini-style)?

Hip huggers are low-cut, the waist band sits below the hip bones, whereas bikinis tend to but cut to sit above the hips.

Hmmm, okay. Are these designed so as not to show when wearing low-cut jeans? Do they cover less than other styles?
 
I suppose they wouldn't show under the jeans. They cover less belly area than do bikinis.
 
Also known as boyshorts. I love them as everyday underwear because they don't ride up like regular bikinis can, and they're more comfortable than thongs. Because they sit so low, I can wear them with lowrise pants. GAP body (especially mesh ones) and American Eagle make great ones. Victoria's Secret pink mesh ones aren't bad, but avoid cotton ones. Cotton ones gave me the worst wedge ever that as soon as I came home, I had to take it off and throw it away.
 
Before low-riders became the rage in the last few years the bikinis I've bought ranged everywhere from those that sit from just above the pubic bone to maybe covering the hip bones. Bikini cuts vary wildly in rise as does how they fit on every woman. So bikinis is about the cut and rise.

Boy shorts are not the same thing as bikinis, although some boy shorts are cut so skimpy as to be nearly indistinguisable from traditional bikinis.
 
I thought boy shorts or boy-cut were something different from hip huggers. Aren't boy shorts basically very short shorts--i.e. they still have some leg coverage (although very little)?

Yes, that's exactly the distinction. What makes them boy shorts is not the rise, but the fact taht the leg openings cover more than the crease b/w the torso and the thigh. So the top of boy-short undies can vary a lot by how much pubic hair area is covered (or not), but generally they sit very low on the hips with a straight line of coverage across the thigh.
