Colleges will fix themselves with worthless programs.
Fifty years ago Saint Petersburg College offered standard liberal arts fare plus science degrees for a large variety of vocations: You could earn a pilots license, earn a license to operate waste-water treatment plants, become a chef, etc. No more. Now you can become a school teacher but the other vocational programs are long gone.
When our youth realize they'll do better with a police diploma or a fire science diploma or some other saleable sheepskin they'll abandon diplomas for social sciences and journalism.
