I think setting up the permission levels is something that Manu still has to take care of.

I notice the Virgin, Experienced, Really Experienced, and Guru labels are missing and everyone is just a "registered user" unless they've already got a custom title.

That tells me that whatever the vBulletin v3.0.6 default requirement for custom avatar permission is still in place.
