I'm in a major metro, and I used to use several reliable free ISPs - AltaVista, Freewwweb, and even K-mart's Bluelight. A year and some months ago, they all started closing down at the same time. The only one left for me is Netzero, which was bought out by Juno (who stopped offering their free service). Netzero is fairly reliable, but I don't use it often anymore. Check with them for service in your area.
Juno Gold service is $4.95/month, and the ads are bearable. The browser plugin they gave me needs upgrading, but once it's connected I go to a different browser for smooth ad-free surfing.
