The would be uncut . Socks on or off it does look suckable... I didnt even notice the socks the first time I saw it.

For most men, even those intact, once they get an errection the skin pulls back and you can then see the head. (Not all. The only man I ever dated who was intact...even when errect...still was covered by the skin unless you made an effort to pull it back. And then, as soon as you let go it slid back over the head. ) I just think that for the majority, errect means you can see the head so that's how they make the toys.
I actually have seen some advertised with a "movable" skin on them but I've never seen one in person to know what they actually look like. There are probably others who have a lot more toy information.
And about the socks -- I thought it was cute. My SO leaves his on all the time.
