If we're talking about raising enough money to finance a nation, then it has to be thousands of women, or, as you said, a really famous woman. That way you'd get the wealthy to pay millions of dollars for just a few hours with her.

Maybe the story doesn't allow for the national debt to be overcome, but a story about beauty pageant winners and losers doing whatever it takes could be a good one.
