help finding a story

I was reading a story and though I saved the 2nd half but I can not find it. It is a story about a young man caught spying on the girls in his school as they got their panties checked to make sure they conformed to the dress code. As punishment he had to wear panties for a week. I think the girl he was teamed up with to make sure he followed the punishment was named Kate or Katie. Does any one know the author or the title of the story?
I tried a search but did not find anything.
