Have ?? about law enforcement structure in Colorado

I'm writing a story set in the foothills of the Rockies, near Pueblo. I'm need help with the structure of law enforcement in Colorado. I've written the story with the main character being a sheriff in a small town, but realized maybe he should be police chief, or something else altogether. The case is a kidnapping of an adult. Do small towns use police, or sheriffs? And would it be a town sheriff, or county? If county, how many offices would typically be under one Sheriff's jurisdiction? Any help you can provide would be greatly appreciated.
 
Remove the reference to Colorado and you don't have a problem. South West will do.
 
Not sure about Colorado, but typically a Sheriff is an elected county official with responsibility for law enforcement, jail, and court security in a county. Cities may choose to accept the sheriff as their default law enforcement agency or can fund their own police department, and hire a chief to lead it.
