does this mean people can use these cars without a driving license? if they're not doing the driving....

Nope.

I can't just sit in the drivers seat and do nothing. That would just give me driver(less) angst.

It's up to you, you will still be responsible and you can switch it off. At least the next time I have a mother combing her daughters hair and putting her school hat on straight while travelling at 50 mph only six feet from my rear bumper, I can hope the robot is driving.
 
I can't even ride in a car that someone else is driving, let alone, no one.
