Skype allows you to make free voice and video calls to people who also have Skype on their machine. You can pay for the option to call actual telephones from your computer.
Google Hangouts is a great way to connect and have voice or video calls, as well. This is better for a large number of people in the call. Skype limits how many people you can have in a single call, but I'm not sure what that limit is.

The basic skype is free, there are upgrades and enhancements you can pay for. I have enjpyed using it with a headset with the microphones, leaving both hands totally free for ....

Skype to Skype is completely free..which means you both have Skype on your computer.
You can choose to pay to have your own phone number so Skype works like a phone and people can call your computer from their cellphone or landline. Or you can pay $5 or so a month to be able to call numbers that aren't Skype numbers like someone's cellphone. This is not needed to "cyber" as anyone you are cybering with would also have Skype so it would be free.
