I just thought of this:
Copy a blank "Parking Ticket" from the internet and reproduce it on heavy paper to make it appear genuine. After you do that successfully, open a Post Office Box address.
After shopping at Walmart and you are walking back to your car, place a ticket on ever car that you see that has a "Handicapped" sticker on their front window.
The ticket would say, "You are in violation of vehicle enforcement code 1045.36 while requires all handicapped people to park in a pre-determined parking space for handicapped persons only. You have parked in a space for the general population which is in violation of the code stated above. The fine is $100. Send your check or money order to the Post Office Box address below. Have a nice day."
