Not just cosplay, but costumes out in public (although I'm not knocking cosplay either!).

I love a good bit of fancy dress, although it might not be quite what you mean lol.
My bf is more into the kinky costumes thing and actually has bought quite a few, some of which I've worn but not out in public.
There are plenty of lasses that go out in public in all sorts of costumes around here. Doesn't even have to be Halloween.

Halloween is the greatest excuse invented by man for women to dress and act slutty in public. Who wouldn't love that?

Single men, here's a tip. Don't go for weird or silly costumes. Choose characters with authority or power. Policeman, centurion, vampire, Superman/Batman, firefighter, etc. You might get a tip of the hat for something original or clever, but women love the badass characters that would dominate them. Nothing like a Catwoman running her fingers across your chest plate as she talks to you.

Back home in California, you'd see all kinds of to quality beauties running around, literally in lingerie. I mean no costume just garters, bras, stockings, high heels.., just going about their day, going to work, pumping gas what have you.
