You're right. It'll stay there as long as that score stays there. I have a story or three that hover between 4.49 and 4.51 and they get or lose the "H."

Congrats and correct. Once a story is past 10 votes and at rating 4.5+ to get the 'H' then each subsequent vote can drop it down to lose the 'H'. And further votes can raise it again past the benchmark to become 'H' anew.

I've had stories make various transitions over time. Immediate 'H' on the tenth vote only to drop below then rise again, stay below for a long time then rise to get it, etc. Of course, the effect of a single vote is diluted as a story amasses large numbers of them.

It took a dive during the board issues everyone was complaining about a few weeks back. Once that got straightened out, it crawled back to 4.49.

But now I see it's way down .... somebody must have found it and played nasty.
