What does the little green "E" and red "H" beside the title of a story mean and who assigns it or how is it earned? (I assume the "H" means "HOT")
Also, who can I talk to about help and guidance in posting an on-going story?

The pink H signifies that you have an average vote rating of 4.5 or better with at least 10 votes. The green E means that the editors liked your story when processing and made it an'editors' choice'.

For advice, just post a thread asking for advice.

Let me see. 70 plus stories posted over 7 years. A shit load of "H"s and 2 "E"s. And you are just now getting around to asking?

An E means that the person who edited it, that is checked it out to see if it crossed any of Lit's guidelines, particularly liked it. It's also a troll attractor.

An H means that the story has garnered at least ten votes and an aggregate score of 4.5 or better. These are also troll attractors.

As far as an ongoing story goes, just submit them like anything else with a chapter number in the title. Eg. A Hot Tale Ch. 01, A Hot Tale Ch. 02 etc.

Well, 10 posts in 7 years is probably the most telling thing about his post. I assuming he anyway.

There is the old joke about little Tommy.

Little Tommy was nine and had never said a word.

Mom and Dad had taken him to all kinds of doctors but he never talked.

One night at dinner he said, "Please pass the potatoes." as plain as day.

Mom and Dad just stared at him with their mouths open. Even his little sister was dumbstruck

"You can talk!" his mouther whispered.

"Well, yes, I always have been able to." Tommy replied

"Then why haven't you?" His dad asked.

"Up until now everything has been fine but tonight you guys skipped me with the potatoes. So please pass the fucking potatoes."
