saw a medium height, blonde hair light color skin girl today walking along the walkway along the harbor with a friend and she was wearing a gray tshirt that stops just at the bottom of her ass cheeks and shoes and to me it looked like thats all she was wearing and with any light breeze her shirt would flap up and expose her to the public.

This i thought could be a interesting story where the girl maybe went swimming and lost her bikini and thats all she had to wear so she acted as naturally as she could so as not to draw attention to herself.

or got dared to do it or just decided when she woke up thats all she was going to wear.

Your premise #2 (she decided it was all she would wear) leads to standard exhibitionism -- but let's extend that. Every non-work-day she wears something different, something provocative, right at the edge of indecent exposure in her jurisdiction. (She could go topless in Manhattan or San Francisco but not Salt Lake City.) The almost-long-enough gray tee is part of her usual rotation, as are tees / wraps with strategic holes. The story's POV is of a stalker / fetishist (any gender) who longs for the gray tee and spies on her daily hoping for the visual rush.

Premise #3: Damn, was she stoned and hungover! She crawled out of bed and tried to get ready for the world. She was so wiped -- all she could manage to crawl into were the almost-long-enough gray tee and some pink flip-flops. And that's how she wanders through her day. Observers are amused, etc.

Premise #4: A friend (supposedly) or performer or evil psychologist hypnotizes her to wear only the almost-long-enough gray tee without realizing her exposure. Hilarity ensues. Of course, we cannot be hypnotized to do something we do not WANT to do, so explore the mindset that led her here.

i like #4 with her just not in the clue, she being that exposed but that normal or trying to be and then realizing it at the end could be the climax to the story. also with her day the things she does and interactions she has would make for a good read.

#2 i like for its her to feel needed again after maybe a breakup and the emotions behind that fueling her exposer and then have a guy or girl could be either wanting her to show and it all coming to a climax if they finally meet.

But she did seriously look like thats all she was wearing, i did thought i wonder if she knew how exposed it made her.

though with hypnotizes she can have though thoughts planted in her mind and then if she acts on them its up to her. but then if their always there she might just go for it. the suggestions even would make a good story
