Perhaps you had best do a search of the stories for Glory Hole, there are many stories already done, some are gay some are straight.
Now as for a glory hole for women, I really think you had best look into what they are like first, a glory hole is much better for a guy to get his jollies in. If you wanted to put a historical twist on it, and be true to history you could have the woman aboard a ship and be placed inside a barrel with a hole. If you read the thread on naval discipline, you can see where this was often done on ships of the 1800's and whatnot.

It was sort of the opposite of what you are looking for, but I think the idea could definitely be flipped around.
