I'm a bit confused still.

If the penis pump is smaller than the glory hole, then it can seat properly against the man's skin, but would not keep him from pulling back, unless it had some feature that prevented it from being pulled further through the hole. How is it going to really get suction without the cooperation of the man, though?

If it does not fit through the hole to seat against the man's skin, how does it ever get suction to start with, since air could freely enter around the edges? (Unless the hole itself is set up to seat around the man's penis, but that will look awkward, and still allow the man access to his skin around the hole, should he want to break suction.)

If you just want to trap the guy, why not have some rubber-wrapped cable in a loop?
