BERLIN (Reuters) - German authorities arrested a suspected member of Osama bin Laden (news - web sites)'s al Qaeda network in a late night raid at a four-star hotel in Moenchengladbach, police said early on Sunday.

The unarmed man, who had an Italian name, was charged with membership of an illegal organization, authorities said.

"sleepers" are terrorists who come undercover to a country and live a normal as possible life there. then they are activated and start their mission. if you are talking about real "sleepers" they are almost impossible to "deactivate" (apart from the supreme leader or by eliminating them)

germany is a preferred "sleeper" resting place because of its rather loose laws on banking and visa-immigration.
