Peter heard that the best time to water your flower gardens is early morning before the sun bakes the water right off the surface as soon as it lands.

So he has gotten in the habit of going outside just at the crack of dawn before he showers. since no one is up, he just wears his cotton boxers that he sleeps in.

Each morning as the solstice approaches, it is less dark. One day in mid June, Peter realizes that as he waters the front garden, anybody on the street could see him.
