I saw this too this morning, and I really don't know what it means, but it doesn't look good. This has been a terrible month for Iraq in general. American deaths are way up (it's Ramadan), the plan to concentrate on pacifying Baghdad has apparently gone by the boards, and then that British general made that statement (later recanted) that all British troops just just be withdrawn forthwith as a lost cause. It just seems like things are spiralling out of control.
I really don't think we can just declare victory and leave, but I don't know what we stand to accomplish any more by staying. There's no sense in playing the "I told you so" game anymore because something really has to be done, but what?
My only hope is that maybe James Baker can come up with some sort of deal by bringing Syra and Iran into it, but that would be pretty miraculous.
Meanwhile, from what I hear, the US is still hardening its installations in Iraq and planning on staying for as long as it takes - 2010 is the latest estimate - but things seem to be getting worse rather than better, with no light at the end of the tunnel.

I read a book recently, Future: Tense. A very good book with excellent histories of the two sides in The War on Terror.
The big problem with Iraq is that by invading the place, the U.S. overturned international law, as they intended to. Unless the States leaves Iraq, and soon, other nations will abandon it as well and start forming alliances as in the times just before WWI and WWII. With the same results.
Only this time everyone involved will have WMDs. Sad.
