You need to either get that drive fixed and reformatted or get a new drive after you salvage what you can.
Once you do a clean reinstall of windows your downloading should not be a problem anymore. Then you can buy one of the other programs, install it, and set up the auto update.

I think the best idea, as Dillinger said, would be to take it to a computer store. It may cost you a pretty penny, and you may have to format the disk drive and lose everything, but after that if you get a good virus protector and keep it updated, it should never happen again.
I know that place, housecall. It misses things. I was having a big problem at work with an email virus, housecall missed it, Norton nailed it as soon as it was installed and running.
Also... sorry to say... but viruses can't spread while the system is turned off. : \
