I am pretty sure he had one a long time ago.

Did you read about the discussion he had with Mexico about the wall. He spends the entire time trying to convince Nieto, not to say "Mexico will not pay for the wall" but to say that it will be worked out over time. Thus implying that Mexico will pay, while both Trump and Nieto know that Mexico won't pay. I am sure Nieto was as ready to throw the phone as Trumbull.
