Yahoo offers free email 
Hotmail is still free, unless you want to purchase extra storage capability.
Yahoo is free as well, unless you need more space and then you need to pay.
I believe Excite also has a free web-based email system, but I don't know a lot about it.

I recently decided to check that account only to find out that since I hadn't signed in, in over 30 days, they had closed the account. When I went to reactivate it, I came to a page saying I had to pay for it now! But I'm still able to use that id for msn so go figure!
