Is an arrest citation necessarily a charge? I only ask because I know that in some jurisdictions (outside the US perhaps) an arrest can be on reasonable suspicion and can end after further investigation without charge.

as i understand it, he's been accused, an arrest issued, he turned himself in... from there, investigations will take place and only then will actual charges be laid if they are coming.
