Tights?

Does this mean something different in the UK than in the US? I think of tights as the opaque, panty-hose like things my sisters wore... which makes it hard for me to see how a girl wearing them is cross-dressing. In fact, I recall thinking I was sort of doing that when I wore a pair to portray Robin Hood once upon a time...
