Not only is that beyond tinfoil it doesn't make any sort of sense. The world isn't overpopulated by any rational view of the world. This virus sucks at its job if reducing the population is the goal. There are far easier ways like promoting PP and Sex Ed in all schools and helping developing nations enter the 21st century. That would do more, faster.

I mean if you told me this virus was created to sell PPE and get money to big Pharma it would at least be a semiplausible conspiracy theory. Honestly the first thing you should ask whenever you are faced with a Conspiracy theory is could enough people keep their mouths shut for this to happen. This would at the very least require the US and China to be in on it. Probably the EU as well. China would have to agree to be ground zero and in 2019 when right now would be the ideal time for a global spread meant to reduce global populations. Even if they got caught the damage would be done at that point.
