DC is neither a "State" nor "local" in this context. It is a Constitutionally created Federal enclave for purpose of providing a location for the government to conduct business.
Here's a good one; if it's a Federal Enclave, does Trump, as President, have the power to remove all residents who are not either military or government employees?
It's a good question and I have no answer to it other than to say that unless there's a law which provides for the sale of each parcel of land in DC to private individuals (which would directly violate the Constitutional mandate) then the answer might be; yes, he has the power. Better, that power could also extend to the revocation of title to all lands in the hands of private citizens.
Since it's not and eminent domain seizure, those who own land inside of DC would forfeit everything.

It's not a "State" or "local," it's a FEDERAL ENCLAVE, not a "city." Just like a military base has both an administration and police force, it's still a military base and subject to the rules regarding FEDERAL PROPERTY. Just like DC.
That you don't recognize that doesn't change that reality.
