A woman, obviously a sorceress is accused of slapping a Scottsdale police horse on the ass. The police officer stated that he feared that the slap might have turned the horse into a crowd. (A crowd of what?)
Now, I have known any number of scumbag police officers who could have been described as a horse's ass. Did the accused sorceress think that she was slapping a police officer? Did the accused sorceress think that she was going to turn the horse into a crowd of horses? Did the accused sorceress think that she was going to turn the horse into a crowd of horse's ass scumbags, or maybe a mixed crowd of horses and scumbag horse's asses?
It's so difficult to analyze news stories when they fail to give enough relevant information.

Woman accused of slapping Scottsdale police horse

SCOTTSDALE, Ariz. -- A Scottsdale woman is charged with slapping a working police horse.

Scottsdale police say Selma Iris Gonzalez, 25, smacked a horse named Greyhawk in the rear outside International Botique Nightclub on July 19.

According to Officer Edward Chrisman, Greyhawk's partner, Gonzalez says she was merely petting the horse. But her gesture, the noise and Greyhawk's reaction proved otherwise.

According to the police report, Gonzalez raised her arm above her head and the clap could be heard over the noisy bar crowd. Greyhawk was spooked and hit so hard his body swayed.

"It's not only dangerous for him, it's also dangerous for us being on top of him if for some reason he does get spooked and he decides to run," Chrisman said. "He could have turned into a crowd and possibly hurt the people on the sidewalk."

Gonzalez was charged with intent to kill or harm a service animal. Scottsdale police say the offence could constitute a felony charge.
 
Considering that Greyhawk was apparently so nervous, I don't see how he could have qualified as a police force in the first place. In addition they are trained to put up with all sorts of yelling, pushing and slapping by unruly crowds.

Touching and even some pushing yes. However a hard slap might trigger a defensive action by the horse. A defensive action by a horse frequently involves kicking. A horse can kick very hard.
