Everything took precedence over dying Americans
Sarah Huckabee Sanders lied to the public.
Trump never cared about Puerto Rico.
He never had Puerto Rico's back.
“We are dying here,” Carmen Yulín Cruz said at a press conference, speaking with tears in her eyes. “I cannot fathom the thought that the greatest nation in the world cannot figure out the logistics for a small island of 100 miles by 35 miles. So, mayday, we are in trouble.”
Cruz appealed directly to the president, saying: “So, Mr Trump, I am begging you to take charge and save lives. After all, that is one of the founding principles of the United States of … America. If not, the world will see how we are treated not as second-class citizens but as animals that can be disposed of. Enough is enough.”

He did not take care of Puerto Rico's life threatening fuel problem.He stalled for days.

Two- faced, because Trump’s DHS waived the Jones Act for refined petroleum shipments on the eastern seaboard, including Puerto Rico, after Hurricane Harvey.
That waiver expired on September 22, 2017
FEMA and Homeland Security was left without guidance, information, or confirmation.

Where was Trump's attention ? The roadmap of his personal alliance. His lovely three day weekend at his Beddington golf resort was interupted by a trip to Alabama, to back Alabama Senate primary candidate, Luther Strange.September 28, 2017 "Trump summarily deleted several tweets he had made in support of Strange. However, they were archived on ProPublica's Politiwhoops website." Trump had a meeting, but it was about the travel ban, not coordinating help for Puerto Rico. How about those Trump tax breaks ?
"Despite President Donald Trump’s statement this month that “the rich will not be gaining at all,” the tax plan that the White House and Republican leaders rolled out may contain more than $1 trillion in breaks for the highest earners and the wealthy — at least without revenue offsets that remain largely unspecified."
(Will hurt 1/3 of taxpayers ? Trump will benefit from his tax break, in a nunber of ways.)

Kansas provides a cautionary tale here. The state passed sweeping tax cuts in 2012 on promises that they would unleash boundless economic growth. Instead, the state had below-average growth and huge budget shortfalls, which led to brutal cuts to services. School districts had to end the school year early because they literally ran out of money.
Eventually, after coming to terms with the failure of their supply-side experiment, the state partially reversed its disastrous tax cuts.

Trump kicks Puerto Rico, while they are down, as a favor to rich friends on Wall Street. Investors want their cut. It does not matter that Puerto Rico lost everything.
