Insurance companies can still deny new coverage applications. What they can't do is cut off those that are already insured nor disallow payment for treatment.

I've done some research into this for articles in the past. It's a joke because the original intent of Energy Star has been eroded by the same de-regulation that made Wall Street crash and burn recently.

In the finance sector, deregulation allowed for credit rating agencies bought and paid for by the companies they were rating to pretty much rubberstamp everything. Here, a decade of loosening guidelines and lining the office with corporatists have made the Energy Star brand nothing but a rubber stamp. It started late in the 90's and have gone worse ever since.
