There never has been a 'right to free speech' in the UK.
There are laws about death threats, causing harm or distress, incitement to racial hatred and more. This may be why Britain is a polite society.
In the USA people cannot say that Trump considered the death of Kirk for almost four seconds before pointing out his glorious ballroom being built with taxpayer's gold.
