When does Laurel give out these green E's? Any particular time or are they given for contest/challenge entries?

To the best of my knowledge, there's no system involved in awarding the green 'E.'
I'm also not sure if there's an advantage to having one. As others have said in the past, the green 'E' is one person's opinion, and it might make your story a target for other readers who don't see the value that Laurel sees.

They've become really rare as the number of submissions increased and Laurel's time to actually read and enjoy something has diminished. The criteria is something that she found particularly enjoyable. Anything with an E gets top billing on the new story lists whenever it releases.
