Video of another killing by police fire has been gaining attention since its emergence on Wednesday, July 6. The cell phone recording of a witness to the slaying of 19-year-old Dylan Noble in Fresno, CA on June 25 was obtained and leaked by a local paper the very day Philando Castile's murder was captured on Facebook Live in Minnesota. In it the teen is seen laying face-up on the ground when he is shot twice.
The media's reporting of the incident initially relied on accounts from the Fresno Police Department, who have their own unreleased footage from officer body cameras. Fresno police Chief Jerry Dyer has continued to maintain that officers were under the impression that Noble was armed, and reacted accordingly. A total of four shots were dispensed over the span of two minutes and twenty seconds. The window of time has prompted professionals to question the shooting, considering police were ultimately dealing with an un-armed citizen. “That would be highly unusual. It's usually no more than 5 to 20 seconds between the first and last shot," former Los Angeles County sheriff's commander Charles Heal is reported to have told the LA Times. “Why didn’t officers move in after the third shot and restrain him? Fourteen seconds is a long time to wait,” Heal added.
The witness' video records the 26 seconds in which officers fire the final two shots at Noble. As he lay beside his pick up truck, three officers are seen barking orders for him to keep his hands up from the rear side of the vehicle. According to the police reports Noble was downed after ignoring commands to show his hands, allegedly walking rapidly towards the officers with one hand behind his back upon exiting the truck. The officers claim that in the moments before the viral footage begins, the teen then reached into his waistband from his position on the ground.
The incident all began when according to police, they spotted Noble's truck speeding while responding to report of a man with a rifle. Following what is reported to have been a short police chase [half a mile], the officers encountered Noble at the Chevron gas station to which he would pull up. One un-named officer let off three rounds and another shot once. All officers involved have been placed on administrative or personal leave and several investigations into the matter are underway as the victim's family grapples with the loss.
“I’m sure he was scared,” father Darren Noble told reporters. “You can see he was still alive. He was trying to comply and they’re still yelling at him. You can see his hands in the video. They shot him more times just to kill him.”
