‘Sexy’ for one girl might be flashing some ankle. For another it might be a tight crop top with underboob.
IMHO it has a lot to do with how you - the wearer - feel about it. If you feel confident and sexy, that’s how you’ll carry yourself. But if you feel embarrassed and slutty, others will pick up on it instantly.

What could be sexy in one person's eyes could be slutty to another. That being said dressing sexy, to me, is a lot about projecting confidence while the other is about provocating others.
