Let me set up a scene for you:
It is 1:17 in the morning on Saturday night. You need to wake up early Sunday morning -- say, 7:30-ish -- to go biking with your uncle and spend the day with him. You're tired and want to get to sleep, but you have a problem... *No one else does.*
Why is this a problem? Because those who are not tired are making decisions for you regarding how late you will be up, and how tired you will be tomorrow.
Who are they? The people down the hall partying very loudly, even though it's past quiet hours. The RAs in the hallway talking loudly right outside your door. A group of unidentified but still unbelievably loud girls caterwauling to "Black Velvet" somewhere on the Ave.
It may be Saturday night, but come on, kids... There's something called common courtesy that should prevent you from playing the bass at deafening levels, that should keep you from talking and running and shouting in the hallway past, say, midnight. You may be partying, but those of us who are not don't want to have to party with you, however indirectly...
