One is not helpless in these matters. Election results are just by-products of the political activity over the intervening months and years. Call your congresscritters often, let them know you're looking over their shoulders. The sheep will often be unduly swayed by the way the calls on a particular bill are running, particularly if they have to face elections in the fall.
