No, that's not ebonics for "how does my dick taste." I am a writer with horrible typing skills, yet have a number of stories kicking around in my head. Is there anyone in the US (to keep calls cheap), whom I can talk to over the phone that may be able to craft my ramblings into a coherent first draft that we can later alter/improve?

If you don't have any luck with a response to this, you may consider checking out some speech recognition software. I'll be honest and tell you I have NO concept of the cost or effectiveness of current offerings, but it should be a good first run through.
 
Failing that, you may try the Story Ideas forum. To be honest, the majority of authors who frequent the AH are usually too preoccupied with their own works to offer time to collaborate with another.

The exceptions to this exist in the Chain Stories category, but that is a different matter.

Try the SI. You may have better luck there.

Horirible typing skills shouldn't be a a bar to writing the stories yourself -- I doubt that most of us have typing skills that are up to secretarial standards, but with modern word processing programs that canguess what word you're typing from the first few letters, "Biblical Typists" like me can manage to get a considerable number of words down in a reasonable amount of time -- certainly less time than I eventually spend editing, proofreading and re-editing

You might be better able to find someone who can transcribe an audio file for you, rather than take real-time dictation over a phone.

Or you might consider just jumping straight to an Audio Story submission.

My typing was horrible when I first started writing. 100 stories later (mostly unfinished), my typing is around 1000% better. I still only use the index finger on my left hand, and only partially alternate on the right hand, but I am tons faster and a hell of a lot more accurate. My spelling, though still poor, is far from the atrociousness that it used to be. My grammer has also improved greatly (I can't believe I just typoed "grammar").

Just start typing out your ideas into Word. Keep typing until you have something you feel is worth proof reading. Then proof read it and make the corrections that you see. Then send it out to an editor if you still feel that it need work. There are plenty of people who would be glad to help you every step of the way.
