Developing from an initial concept?

Where do you lay out an initial idea? Type of environment, character ideas and needs, base story line, etc.

If it's my own, it goes from my mind to a Word document... then, I float it by some people that I might want to write it with.

A lot of times, the story develops as I talk to someone in message, so I keep them until the story starts and copy to a Word document...

Some people starts threads where they keep or list their ideas, or things that spark their interests. I keep a pinterest file for pics that I want to use.

Sometimes someone will start a thread with the first part of their story concept and ask for a person who wants to join to PM them first.

There is also a Blue Sticky at the top of the SRP board about stories where people are looking for other writers to join... you can post a story concept there, or answer one that interests you. :)

Everyone is different. However there are a few ways that I see used often that seem to work.

First I would recommend you fill out an SRP. That way potential co-writers have an idea what you like.

Second start an idea thread. Most people develop idea's and create a thread as sort of a one stop shop for potential plots. Then if you find someone who you want to write with you can link them that thread and they can see your ideas.

There is also a thread in the SRP forum for seeking writers to fill a specific role. You can either post thoughts there, or browse it and see if someone else's idea sparks your fancy.
