As others have said, it's Congress' rules...and they get to decide what constitutes high crimes 'n misdemeanors.

Sadly for Republicans, "butthurt" does not fall under either of those categories,

Incorrect. The Constitution is very vague on it. The courts have already ruled that impeachment is a political question and thus courts have no jurisdiction over an impeachment proceeding. It's completely up to the Senate. See Nixon v. U.S., 504 U.S. 224 (1993).

That's why they are vague. Unlike civil or criminal court, there are no rules of evidence, procedure, etc. There is no standard. As we've seen, the standard can change as the party in power sees fit. There's a reason that impeachment of a president has only happened when the opposing party is in Congress. It's exclusively political.

The rules of the trial are decided by the Senate, so the Senate only makes up the rules for the trial, not impeachment portion, which is completely controlled by the House.
