He is certainly doing his best to do the latter, but it might be just his mental state that thinks good is bad, north is south, etc. He had some really weird associates during his youth, and they might have filled his head with crazy ideas, such as Obamacare. I don't know if he is a Marxist or not, but he certainly shares much of that philosophy and cites the motto often enough: "From each according to his abilities to each according to his needs." Fortunately, we still have the House of Representatives controlled by the GOP and holding the pursestrings. They may have to defund some of his craziest ideas, especially if they are his personal edicts. This includes Obamacare, which was not an edict, but was passed by a Congress who didn't know what they were doing.

Defunding is a drastic measure, but it might be necessary.
