Okay, so here's the deal. I have an arrangement with DCS that they will pull $50 from my checking account every month for my loan that I'm slowly paying back. Problem is, I don't have the $50 this month. They tried to take the $50 out anyway, thus causing me a $35 withdrawal fee, even though they put back what they took out from my zero balance account.

Now, I tried to ask this woman from DCS that called me about it if there was some way to cancel the payment agreement we'd formerly arranged and start a NEW payment plan when I do have the money. She clearly didn't understand what I was asking because all she had to say was "could someone put it on their debit or credit card FOR me?" I told her no. She said to try. She obviously doesn't live in this house. I patiently explained that it was not possible.

I have to call her back Monday and let her know whether or not I have the money. I don't. How do I figure out if there's a way to start a NEW payment plan when I have the funds? Someone help me out here, please.

If you don't have the money you don't have the money. I'd consider closing that account to prevent further withdrawal fees. Talk to a supervisor at DCS and work your way up the chain. Like VM said, legal aid may also have some ideas.
