Dave Matthews was born and raised in South Africa.

Now he is a legal citizen of the United States.

Does that make him an African-American?

I was born in Northern Africa, and I am white as white. I got in trouble once when I checked African American on a form.
 
Unfortunately, no.

In a technical sense, this would be correct, as he is more african than most 'african-americans' in this country. But as much as American's black population demand to be referred to as 'african-american', they wouldn't choose him, because 'african-american' has meant Black for years.
