oh puhleaze! The only reason people get cut at all is because of what started over a thousand years ago...with Abraham? It was harder to stay clean then, but it was also a symbol of a covenant. Little boys are born with a foreskin for a reason: to protect the glans. If the glans was not meant to be protected, then little boys would not be born with that extra skin covering it.

As for if any difference is felt, no. The penis becomes erect and stretches beyond the safety of the foreskin. The head is not disturbed. It may be more sensitive to sexual stimulus, which actually could be a GOOD thing.
