The three biggies, the foundation of all responsible BDSM are Safe, Sane and Consensual:
Safe. Some activities (eg. choking, by whatever name) are inherently dangerous. People die from that, and the law doesn't care about it being an accident. If what you are doing involves bondage, there had to be an emergency plan in case of, say, a fire.
Sane. Nobody should be involved if they're drunk, stoned, unconscious or crazy.
Consensual. The bottom has to agree, or at least have a way out, commonly a safe word.
That's so very basic that it will no doubt bring complaints, but it's a start on the ethical side of BDSM.

SSC is very popular but it's not the only responsible approach. Some folk use RACK (Risk Aware Consensual Kink). As you note, some BDSM activities can't be made completely safe; whereas SSC implies these should be avoided, RACK says it's okay for adults to make an informed decision to accept some level of risk, in the same kind of way that we do for recreational activities like horse riding, scuba diving, or drinking alcohol.

I’m no expert, but I’d say BDSM activities also require a really strong communication dynamic. Both parties should be able to discuss what they want/need/require openly.
