When the Bible was written, men and women alike wore robes, very similar to each other. Even the Romans and Greeks wore robes. Pants came along much later, when the "heathen" horsemen of Attila attacked the Empire (ever try riding a horse wearing a robe?)

Then the heathen Vikings came along, again wearing pants, since wearing robes kind of freezes the private parts when trekking along the glaciers. It should be noted that Viking women regularly wore pants also, since they were included in raiding parties.

The Christian Knights first wore their pants under a long shift, which had slits up the side. Later, they simply shortened it to just below waist length for ease in getting unto, and off of horses. The shift would cover the chain mail. As armor progressed, the chain mail became shorter, and the legs were covered with solid metal, increasing the need for pants wearing.

The mini-ice age (middle ages) helped to push pant wearing into southern Europe, cause it was to dang cold to keep wearing robes.

In the east, while Chinese and Japanese wore robes, their fighting men also wore a baggy style of pants, for movement, and again, for horse riding.

So I guess all the guys who wear robes and dresses, are just trying to go back to Biblical dress.
