They asked the citizens how corrupt they think their own country is?

The top 3 is no surprise. It's the myth we tell ourselves about ourselves in order to feel better. We may be pawns on the political world stage, we may be culturally irrelevant, we may be as significant and interresting as dandruff.

But damn it, at least we're tidy.

It's more complicated than that. The CPI is based on data collected by several organisations (The World Bank, Freedom House, Economist Intelligence Unit, etc.) taken from specific questions about corrupt practices asked of several sources (mostly experts in government and business).

The top 3 is no surprise.

That's true.

I don't think the list in general is particularly surprising, either in terms of general trends (such as Western Europe, North America, and the Pacific Rim being perceived as less corrupt) or specific rankings (Italy being perceived as more corrupt than the rest of Western Europe or Israel and the Gulf States being perceived as the least corrupt Middle Eastern nations, etc.).
