short version: a court awarded an ISP an $11 billion (yes, that's 10^9) fine against a spammer. they were awarded the damages b/c the spammer used fake addresses using the ISP's domain. long version here.

Looks like you have to get 'spammed' real bad first.

Get rid of any firewalls, spamfilter off, register at as many sites as possible, throw out all antivirus programs and what have you, then sit back and wait.
